You know, I was checking out of a very small business today, local cleaners, and happened to ask the owner whether the 1 to2% they have to pay
to Visa and Mastercard etc has hurt their business. She said, absolutely the reverse, it has strenghtened her business. She explained that she had passed it
on anyhow in an increment one time that nobody really recognized.
Well, I didn't expect quite so perfect an answer but consider what you and the business owner would get with the APT Tax (which happens to be 4 to7 times

Dr Hermann: If we could stop for a minute and think, we could begin to get clear on this whole tax thing. It isn't any more complicated than a credit card merchant fee. That is, of course, before politics gets involved. Thanks for the anecdote... Rubicon. |

About three years ago a five term Congressman from Philadelphia had a similiar thought to the above antedote when he used an ATM machine and was charged the
usual transaction fee. "What if we could finance the Federal Gov't in this way" so he started the Transform America concept - researched it
through the Congrssional Budget Office and Treasury Dept. Upon their finding no illegality in the idea he has been entering bills in Congress each year. It
is a little diffrent than APT but the same general concept. A copy of the bill in the 109th Congress is linked below. You can also read more about him at his

Congressman Fatah has been on a parallel course with APT for three years. His idea is somewhat more complex due to exemptions and rates are higher for the
same reason. We feel the higher rates would indeed interfere with markets of high volume such as futures especially currencies. The link to his idea is

Dr. Hermann: The Fattah link works. Thanks for posting. Though not the APT tax per se, no tax plan gets enacted in its original proposed form. I think we and the congressman share a desire that the concept get full and fair consideration. Rubicon. |
